N° 12 Abril 2010

Editorial

¿Cómo vas a responder tú?”

Being civilised in the culture war by Thomas C. Reeves

Name-calling is a woeful substitute for civilized discourse. One of the most commonly employed tactics in election campaigns and in the Culture War in general is name-calling. People and ideas are branded and dismissed summarily rather than being the target of reasoned argumentation.

Atheists win a battle but may lose the war by Madeleine Bunting

Religion has been invigorated by those who came to bury God. The paradox of New Atheism is that in its bid to make religion unacceptable, it has contributed to making it a subject that is worth talking about again.

The Witherspoon Institute Findings From The Social Cost of Pornography Project

Consultation is the first multifaceted, multidisciplinary, scholarly exploration of pornography in the Internet age. A growing body of research suggests that the habitual use of pornography — especially Internet pornography — can damage people of all ages and both sexes, negatively impacting their relationships, productivity, happiness and their ability to function in society. These are among the social costs of pornography, according to The Witherspoon Institute at Princeton, New Jersey.

Some bright ideas just don’t work

The contribution of atheism to the sum of the world’s happiness has been very meagre indeed. Dines D’Souza, in his book What’s So Great About Christianity, asks “Should religion now be responsible not only for its own crimes but also for the crimes committed by atheists on behalf of atheist ideologies?” Since so many atheists hold abortion to be a sacred right, they may well boast of the tens of millions of babies “objective reason” has sentenced to death. Here is a record to ponder.

Soul Music By Roger Scruton

How we describe pop music proves that we find moral significance in music. How do we tell what music we should and should not encourage? “The ways of poetry and music are not changed anywhere without change in the most important laws of the city.” So wrote Plato in The Republic (4.424c).

Revel's Uncommon Insight by Apoorva Shah

Throughout his long life, Jean-François Revel was seldom a stranger to controversy. He opined on, among other things, the beauty of Italian women (overrated), the glories of France (very overrated), and even his own vocation, philosophy (in his view, no longer a serious subject). But most of all, Revel was an ardent anti-communist who despised communist regimes and fulminated against their historical record of criminality and poverty.

A Tale of Two Cities by Andrew Klavan

Washington, D.C. and Hollywood are two cities suffering from the same condition: they’ve not only become completely alienated from the people they’re meant to serve, they’re bizarrely blind to the fact of that alienation. Like deranged narcissists in a hall of mirrors, both our lawmakers and our culture-makers blow kisses at their own reflections, see a million kisses coming back their way, and think, “Oh, look, they love me—love me!”

An empire in decline as the world turns upside down by Peter Hartcher

Evidence is accumulating that we have reached a civilisational turning point. The aftermath of the global financial crisis is showing strong signs it was the inflection point where the decline of the West accelerated and the rise of the great, new, poor powers became nearer and more assured. History is quickening.

Reflections on the Revolution in America by Victor Davis Hanson

These are exciting though scary revolutionary times, akin to the constant acrimony in the fourth-century BC polis, mid-nineteenth century revolutionary Europe, or — perhaps in a geriatric replay — the 1960s. This is an era when the fundamental assumptions of the individual and the state are now being redefined, albeit in a weird, high-tech, globalized landscape. The present attempt to remake America is the effort of the liberal well-to-do — highly educated at mostly private universities, nursed on three decades of postmodern education, either with inherited wealth or earning top salaries, lifestyles of privilege indistinguishable from those they decry as selfish, and immune from the dictates they impose on others.

The Ongoing Melodrama of Victims and Oppressors by Victor Davis Hanson

No government can always make right the freely incurred bad choices of its citizens. President Obama, in the tradition of progressive Democratic leaders, believes governments should ask their countries’ more economically fortunate citizens to be responsible for helping the less well-off. But the president seems to fail to acknowledge that there are plenty of actions an individual can take to avoid becoming part of that growing crowd of “less fortunate.” Instead, in Obama’s world, there exists a simple zero-sum melodrama of victims and oppressors

Reading Up on the Right by Steven F. Hayward

Conservatives have sought a stable synthesis of their intellectual divisions for more than half a century, but rather than making progress towards this goal, the Right has simply created more subdivisions.

The Euro in Crisis by Guy Sorman

In Greece and elsewhere, statism proves riskier than free markets. The financial crisis of 2008, still far from over, has done severe damage to the reputation of the free market. The crisis, we are assured, was caused by the withdrawal of the state and an excess of deregulation.

The Painful Arithmetic of Greek Debt Default By Charles W. Calomiris

"Shame to those that cry and do not know the reason why." -Ancient Greek Proverb

Becoming part of the euro zone was a big commitment for Greece. It meant abandoning its control of the printing press, which can be a perpetual means of financing government deficits (spending in excess of taxation). But, after making that commitment, the Greek government ran its fiscal affairs in a profligate manner, not just during the recent crisis, but continually, even during the boom years of 2004-2006.

Market Failure or Government Failure? by Allan H. Meltzer

Last year the New York Times ran several articles about the end of capitalism. Others picked up this meme and reinforced it with claims that greedy bankers and deregulated financial markets had brought the world to the brink of another Great Depression. Then--just in the nick of time--we were allegedly saved by timely, forceful and intelligent government actions. The groundwork was laid for the next phase: more government regulation of financial and economic life.

Public Pension Deficits Are Worse than You Think by Andrew G. Biggs

State governments report $450 billion in state pension underfunding; the true shortfall is closer to $3 trillion, says AEI resident scholar Andrew G. Biggs. Unlike private plans, state pensions ignore risk and assume impossibly steady returns. Hiding behind unrealistic figures lets lawmakers dodge difficult choices. Public pension plans are hiding behind unrealistically low deficit figures. This allows policy makers to dodge difficult choices today at the cost of a much heavier burden on taxpayers in the future.

Geithner and Bernanke Are Wrong about Fed Power by Vincent R. Reinhart

Letting the Federal Reserve keep a hand in bank supervision and regulation is a mistake. Treasury Secretary Timothy Geithner recently appeared at the American Enterprise Institute to push for financial reform legislation. In response to a question about where bank supervisory powers should reside, the secretary, who previously was president of the Federal Reserve Bank of New York, demonstrated once a Fed official, always a Fed official.

On the Floor: What is Stopping Our Economy Falling into the Basement? by Mark Harrison

In the UK, economic recovery has started, or at least the decline has stopped. Where is the improvement coming from? Is it coming from private demand or public spending? Is it coming from home or abroad? I understand that Britain has already too much public debt, of course, and will have to add to it in order to maintain public spending. We cannot do this without the cooperation of the lenders! This is why it is essential to plan for deficit reduction over the medium term.At the same time, it is clear that the spending cuts in prospect are likely to cause double pain: not only a reduction in the level of public services, but also damage to the recovery of the real economy. Whatever government is in power, these are reasons to be very, very careful.

The Next Economic Meltdown by Vasko Kohlmayer

Morality and Taxes by Michael van der Galien

While it is absolutely necessary to pay taxes in a civilized society, tax laws not only have to be functional but also moral. As Frederic Bastiat correctly said, “No society can exist unless the laws are respected to a certain degree, but the safest way to make them respected is to make them respectable. When law and morality are in contradiction to each other, the citizen finds himself in the cruel alternative of either losing his moral sense, or of losing his respect for the law.”

Obama's Raid on Wealthy Is More of Awful Same By Kevin A. Hassett

The redistribution of wealth expected from the new health care legislation is not a radical development, but more of the same. We are already redistributing the majority of our tax revenues. U.S.-Japan Relations: Enduring Ties, Recent Developments by Michael Auslin

House Foreign Affairs Subcommittee on Asia, the Pacific, and the Global Environment. The state of U.S.-Japan relations concerns not only the economic relations between the world's two largest economies, but directly influences the larger strategic position of the United States in the Asia-Pacific region. Hence, any substantive change in the U.S.-Japan alliance or in the political relationship that undergirds it would present challenging questions for U.S. policymakers.

Afghanistan and the Decline of American Power by Fouad Ajami

President Karzai's anti-American shift is a statement about the standing of the Obama administration in the region. President Obama's "war of necessity" in Afghanistan increasingly has to it the mark of a military campaign disconnected from a bigger political strategy.

Stabilizing South Asia by Dan Blumenthal

Ambassador Shivshankar Menon's piece on India's Pakistan dilemma ("Hostile Relations," Fall 2009) explains the obstacles Pakistan poses to India's ascent. India Prepares for a Two-Front War by Dan Blumenthal

There is one country responding to China's military build-up and aggressiveness with some muscle of its own. It is India, whose military is currently refining a "two-front war" doctrine to fend off Pakistan and China simultaneously.

Is the West Turning on China? by Dan Blumenthal

American elite opinion has been, for the most part, dead wrong about China. The People's Republic is not liberalizing and it is not aligning itself with the West to resolve the world's most pressing problems. Its military build-up is destabilizing and, in many cases, it is not playing by the rules of international trade.

Putting ethics back together by John Haldane

To understand why moral arguments disintegrate into shouting matches, we need to know our Christian heritage. To see where we go from here, we need philosophy. It is hardly possible to get through a week in Britain without reading or hearing some discussion of a moral problem, dilemma, or challenge. British politicians have also been debating the ethics of war, the liberties of religious denominations and faith schools, the rights and wrongs of assisted suicide, and the sexualization of children.

Historia

Assessing JFK’s legacy to American Christians

Fifty years ago, John F. Kennedy gave an important speech about the role of Christians in public life. A Catholic Archbishop says that the damage he did was profound. His view of the role of Christian faith in public life was later used to justify support for abortion, gay marriage and many other issues. In this powerful address at Houston Baptist University, a leading American Catholic spokesman, Archbishop Charles Chaput, criticises the Kennedy legacy.

World Council of Churches: The KGB Connection by Mark D. Tooley

A new book details how the Soviets exploited the World Council of Churches. During the 1970’s and 1980’s the Geneva-based World Council of Churches (WCC), to which hundreds of Protestant and Orthodox communions belonged, routinely espoused pro-Soviet and anti-Western stances. It even funded Marxist guerrilla groups. Critics assumed that the WCC was simply naively captive to Liberation Theology, which tried to exchange salvation for class warfare and revolution. But a new book by a Bulgarian author reveals that the KGB and its Bulgarian intelligence affiliate exploited the Bulgarian Orthodox Church for direct influence on the WCC and the Conference of European Churches.

Immigrants to a land of emigrants

I know a thing or two about immigrants and asylum seekers, having lived in the former Yugoslavia in the 1990s. There, as the country broke up, a regular emigration "fever" broke out. Suddenly, almost everyone I knew was packing, irrespective of whether or not they had been directly affected by the war. They just wanted out. When I went back to Belgrade 10 years later, not one of my dozen or so old friends was still there. All had flown the coop.

How has Mexico become a same-sex marriage pioneer? by Francisco García Pimentel Ruiz

On March 4, Mexico City will became the first capital city in Latin America to have legal same-sex marriages and adoptions. So what does explain it? The plot becomes clearer when we review some recent cultural changes, which have found an amazing momentum thanks to the arrival to the power of the Party of the Democratic Revolution (PRD), a party with Marxist roots. One of the most effective methods of the Marxism is, and always has been, the destruction of language.

The Return of the Neocons by David Margolick

Neoconservatism was once deemed dead—'Buried in the sands of Iraq.' But it persists, not just as the de facto foreign-policy plank of the Republican Party but, its proponents assert, in Obama's unapologetic embrace of American military might.

Tomorrow’s Wars by Victor Davis Hanson

Enormous, massively destructive engagements may again be on the horizon. ”Have we not seen, then, in our lifetime the end of the Western way of war?” Two decades ago, I concluded The Western Way of War with that question. Since Western warfare had become so lethal and included the specter of nuclear escalation, I thought it doubtful that two Western states could any longer wage large head-to-head conventional battles.

My work has often been presented as a discussion of archaic religion through comparative anthropology. Its goal is to shed light on the process of hominization: the fascinating passage from animality to humanity that occurred thousands of years ago.

Economía

The Comparative Economics of Private and Public Government Ownership

In light of elementary economic theory, the conduct of government and the effects of government policy on civil society can be expected to be systematically different, depending on whether the government apparatus is owned privately or publicly.

Germany’s awful choice

In the not too distant future, Greece will probably default on its national debt. How will the EU's most powerful economy react? At this moment, European Central Bank liquidity efforts are probably the only thing holding back such a default. But these are a stopgap measure that can hold only until more important economies manage to find their feet. And Europe’s problems extend beyond Greece.

Can anyone fix the euro puzzle? by Edmund Conway and Bruno Waterfield

A crisis-strewn week has left the single currency on the edge of a precipice. The summit started as it meant to go on – in chaos, confusion and unintended farce. The big moment – the heads of state meeting which is supposed to be the centrepiece of every European summit – was scheduled to begin at 10am, but as the hour approached, it became clear that nothing was doing. As more time passed, it became clear that something was wrong.

The Bailout of Greece and the End of the Euro by Philipp Bagus

"If the interest rate Greece has to pay for its debts keeps rising, the country may have to default on its obligations." The euro has been sliding against the US dollar for weeks. Concerns about the public finances of eurozone countries Portugal, Ireland, Greece, and Spain, the so-called "PIGS," have emerged in financial markets. Greece is facing the severest crisis, with its 10-year bond yield approaching 7%. The Greek government estimates its budget deficit at 12.7% of GDP in 2009. Gross government debts amount to 113% of its GDP. If the interest rate Greece has to pay for its debts keeps rising, the country may have to default on its obligations.

Recovery? Who are you trying to kid? by Jeremy Warner

We are in a deep hole – and it looks like we’ll be down there for quite some time. There was rare cause for celebration in Downing Street on Friday. Revised figures showed that the economic “recovery” of the fourth quarter of last year was a bit better than originally thought. Unfortunately, quarterly growth of 0.3 per cent is neither here nor there after a contraction of nearly 6 per cent. Most of the data continues to look grim to diabolical, and throughout the West there are growing fears of a “double-dip” recession.

National Debt: $12.4 Trillion and Counting by Addison Wiggin

“What we in the Western world are about to learn is that there is no such thing as a Keynesian free lunch.” We have deficits and debts on the brain today. The federal deficit for the first four months of fiscal 2010 just clocked in at $430.7 billion. That’s 8.8% higher than the year-ago figure. We remember that when the annual deficit hit a record high $430 billion under the second Bush administration, we thought the world was going to end and we’d have to “buy guns, ammo, dry goods, go into hiding, cling to God and wait for the country and the rest of world to collapse.”

The Stimulus Evidence One Year On by Robert J. Barro

Over five years, my research shows an extra $600 billion of public spending at the cost of $900 billion in private expenditure. That's a bad deal. The first anniversary of the Obama stimulus package generated a lot of discussion about whether and how much the package (originally estimated at $787 billion but now priced at $862 billion) moderated the recession. These are complex questions, and their answers require more than merely counting the quantity of goods and services that the government purchased or the number of people that the government hired.

Eminent Domain as Central Planning by Nicole Gelinas

Wielding creative definitions of blight, New York runs roughshod over property rights and uproots viable neighborhoods. Free markets are out of vogue. The unfortunate lesson that policymakers have learned over the past two years is that a big, brainy government that supposedly creates jobs is superior to irrational, faceless markets that just create catastrophic errors. So Washington has seized on the financial and economic crises to enlarge its role in managing the economy, and trying to maintain high housing prices through tax credits and “mortgage modification” programs.

Central planning and the parasites it creates by Bill Bonner

One dollar of federal money is not the same as a dollar of private money. Not all economists are charlatans. At Harvard is Robert J. Barro, who just computed the net costs of the government’s 2009 stimulus program. It was originally expected to cost $787 billion and is now estimated to come in with a final price tag of $862 billion.

When Deficits Become Dangerous by Michael J. Boskin

Debt-to-GDP ratios over 90% have significant impact on the pace of economic growth. President Barack Obama's 2011 budget lays out a stunningly expensive big-government spending agenda, mostly to be paid for years down the road. He proposes to increase capital gains, dividend, payroll, income and energy taxes. But the enormous deficits and endless accumulation of debt will eventually force growth-inhibiting income tax hikes, a national value-added tax similar to those in Europe, or severe inflation.

One Year Later and More Evidence that the Stimulus is Not Working by John Taylor

Friday’s data release from the Bureau of Economic Analysis (BEA) shows that real GDP growth rebounded to 5.7 percent in the fourth quarter from 2.2 percent in the third quarter of last year. The rebound was sharper when compared with the -6.4 percent decline in the first quarter and -0.7 percent decline in the second quarter. A look at the details in the GDP report of Friday shows that changes in government purchases have had virtually no effect. The turn-around in growth has been mainly due to private investment. Four simple graphs illustrate this.

The Fed's Anti-inflation Exit Strategy Will Fail by Allan H. Meltzer

Federal Reserve chairman Ben Bernanke's exit strategy to prevent further inflation is likely to fail. This strategy is incomplete because the interest rate required to get banks to hold reserves above the minimum they are legally required to hold is not disclosed. Policymakers need to develop a credible plan for reigning in the inflation that will ensue once borrowing resumes. The exit strategy is incomplete. Proponents are guilty of practicing economics without prices. They never say what the interest rate on reserves must be to get banks to hold the approximately $1 trillion of reserves above the minimum they're legally required to hold. That's the critical question.

The Grasping Hand by Peter Sloterdijk

The question that many European observers are asking during the current economic crisis—“Does capitalism have a future?”—is the wrong one. In fact, we do not live in a capitalist system but under a form of semi-socialism that Europeans tactfully refer to as a “social market economy.” The modern democratic state pillages its productive citizens...

America, the fragile empire by Niall Ferguson

- Here today, gone tomorrow , could the United States fall that fast? For centuries, historians, political theorists, anthropologists and the public have tended to think about the political process in seasonal, cyclical terms. From Polybius to Paul Kennedy, from ancient Rome to imperial Britain, we discern a rhythm to history. Great powers, like great men, are born, rise, reign and then gradually wane. No matter whether civilizations decline culturally, economically or ecologically, their downfalls are protracted.

Europa

Ukraine’s election and Russian resurgence

Without Ukraine, Russia is a desperately defensive power, lacking any natural defenses aside from sheer distance. UK: Sex, values and concessions

It would be foolish to pretend there is no problem: Britain has the highest rate of sexually transmitted disease, abortion for under-21s and teenage pregnancy in Europe. Surveys show that three-quarters of teenagers think the sex education they receive at school is poor. In those circumstances, it is understandable that a government would want to lay down the law, which is what Secretary of State Ed Balls is trying to do in his Children, Schools and Families Bill. Sex education in a fairly prescriptive format will become compulsory in all schools, and the right of parents to withdraw their children will be further restricted.

In the den of an Asian dragon by Simon Scott Plummer

Chiang Kai-shek is seen as one of history’s losers, the man who, having become the most powerful figure in China, was finally penned in an island off its south-eastern coast. Yet to be defeated does not mean to fade from public consciousness. Think, closer to home, of Mary, Queen of Scots. The same is true of Chiang.

The Moral Witness of Aleksandr Solzhenitsyn by Daniel J. Mahoney

With his passing a year ago—on August 3, 2008, at the age of eighty-nine—the world was obliged to come to terms once again with Aleksandr Isaevich Solzhenitsyn. It was time to sum up and take stock of the Russian Nobel laureate, antitotalitarian writer, and courageous if unnerving moral witness. The response was more abundant and on the whole more respectful than one might have anticipated. With the publication of the restored version of In the First Circle, we have an opportunity to rise to Solzhenitsyn’s challenge and again to take him seriously as an artist and thinker of the first rank.

Defining yourself these days as ‘upper class’ is the kiss of death in every walk of life by Toby Young

That was written 55 years ago and today almost exactly the opposite is true.
